Three environmental groups file lawsuit against NOAA after 50% decline in Eastern North Pacific gray whales

The Center for Biological Diversity, International Marine Mammal Project and Oasis Earth have filed a notice of intent to sue NOAA, citing that the gray‑whale population dropped from ~27,000 in 2016 to about 12,900 in 2023. Over 690 deaths were recorded since 2018, with 187 found this year alone, and NOAA has failed to issue required ESA findings. The groups argue the 1994 delisting was premature amid climate‑linked prey loss and other threats such as ship strikes and fishing gear entanglements.
