Russia to Raise $2.35 billion from Exporters for Arctic Icebreaker Construction

Russia plans to raise more than 200 billion roubles ($2.35 billion) from exporters by imposing a fee of 20.07 roubles per metric ton on cargo shipped through Russian ports. The proceeds would fund construction of two nuclear‑powered icebreakers, Leningrad and Stalingrad, part of Project 22220, to sustain cargo flow on the Northern Sea Route.
