The Interior Department has asked the Ninth Circuit to reverse a district court ruling that barred oil leases in part of Alaska’s National Petroleum Reserve‑Alaska near Teshekpuk Lake. If granted, leasing could resume while the broader case over a canceled Native conservation agreement proceeds.
